The Judging Process for IAPA

 

In 2011, China's "Public Art" magazine and the United States "Public Art Review” magazine have initiated the International Public Art Award, and this award’s topic was “Place-making”, the selected works must be created in the January 1, 2006 to 30 September 2011 by artists from all over the world.
After a year of collection, as of October 31, 2011, we have received a total of more than 140 outstanding public art cases, they have been recommended by the experts of the global research team. These cases covers the various types of installation, architecture, sculpture, murals, performances, activities, and the case were divided into two major types: permanent and temporary.
These works have concerned and interpretation of urban life and regional culture from different angles, concern for the environment space, cultural, historical context, and the public daily life, which reflect the meaning of public art for community development and reconstruction and remodeling of the cultural ecology of the public.·

Through public art, artists have express the particular thinking on urban development at different levels to explain the profound propositions of contemporary culture, and reflect the context and the urban environment.
It is worth mentioning that many of these works have a certain influence in the local, and has won awards; a considerable portion of work from the poorer, underdeveloped countries and areas, public art carried out to a large extent the concept of local people, thereby changing people's behavior, and bring new hope.
May 10 -11, 2012, "Public Art" magazine held a review and selection of finalists case. Former Chief Executive of Liverpool (UK) Biennial——Lewis Biggs was invited to serve as the president of the Jury. Members of the jury were composed by experts and scholars who have many years experience in planning public art project.  Including the Public Art Review magazine (USA)’s chief editor Jack Becker, Amsterdam, The Netherlands Art and Public Space Foundation’s director Fulya Erdemci, Yuko Hasegawa——Chief Curator of Tokyo, Japan Museum of Contemporary Art (MOT), Katia Canton——professor of contemporary art,University of Sao Paulo, Brazil. University of Shanghai, academy of Fine Arts Dean, chief editor of "public art"——Professor Wang Dawei.
They were active in the international contemporary art world all year round, not only for China, they have brought the latest international information and diverse ideas on the development of public art.
The two-day’s selection meeting had a heated discussion, the judges worked out the necessary standard of finalists (project), selected the 25 best cases, of which six cases short-listed the final award selection. The public can browse the related works on the internet and leave message, they can also vote for their favorite case. 29 March to 1 April, 2013, International Award for Public Art Presention Ceremony & Public Art Forum will be held at Shanghai University. And 6 award winners will be revealed, the award-winning artists or organizations will receive the prestigious awards presented by the "public art" and "Public Art Review”. The 25 best cases will be printed in the booklet, distributed free of charge.
In addition to the award-winning case studies and comments, the Public Art Forum will conduct feasibility studies on three actual projects of “the Shanghai Metro Public Art "," Shanghai World Expo Park transformation” and “the beauty of Yu huan County, Zhejiang Province Rural Construction "put forward a constructive program.
Through a combination of practical projects to achieve "place-making" concept, it makes contemporary art and regional characteristics affinities combined to make a public effect. It can become the driving force of social development.
International Public Art Award will be held every two years; any country can apply to become organizers. International Public Art Award contest can not only to broaden the public view, the establishment of a strong, broad global public art network, can also promote better public understanding of the concept of public art, and actively participate in the construction of public art.
