 Public Art Forum General Forum Documentary
 
 

In the evening of 13 April 2013, the International Award for Public Art Presentation Ceremony and Public Art Forum was held. Lewis Biggs, the president of Public Art Award jury, hosted the forum.
   
Professor Rong Nianzeng, Director of Hong Kong Institute of Contemporary Culture Center, host of the sub-forum “Post-Expo Public Art Park”, made a summary of the sub-forum. He said,” The first speaker is Mao Zhuchen, from the Strategic Development Department of the Expo Bureau, who gave us a review, also discussed the Expo project forward. “
   
“The second speaker was Prof. Ding Yi, who talked about the Chinese and Western concepts of public art and the points of difference between them. Prof. Ding also talked about the culture either from a commercial point of view or from a cultural point of view business. “
   
“Prof. Wang Zhong talked about is his own creative works. He put forward a lot of concerns; one is a crisis in China's cities. The crisis is the damage beyond our imagination. “
   
“Ami is an important artworks planner for Expo. He recalled the artworks in Expo, and detailed the process of these works. He also expounded his view of public art and the relationship between outside and inside, and public and private.”
   
Bill, American artist, showed us his creation in the past few decades. I feel that his creation reflected the high-tech development. What he did is not only to do the creation in public areas, but also in the public areas social, and cultural to interact really. “
   
After that, there were two commentators’ speeches. One is Prof. Lin Wenhai from Taiwan. He talked about the difference between post-Expo and after the Expo, and how gradually developed review into public opinion. He also talked about the relationship between leadership and masses, public and non-public. The last one is Eric Troffkin. He gave some philosophical arguments, and talk about how the public space to be owned by every citizen, which is a very important.”
   
In addition, Mr. Rong gave his views and understanding about public art. He said,” The public nature of art is the relationship of arts in a different era and environment, which leads public discussions and concern, then it shows the public nature. Today we put public before art, which may be a criticism to the arts, a criticism to the arts under strong economic, political, and a criticism of a lack of art education. Art works retained to today, it is bound to the public nature. Today's art works can spread to tomorrow, it must have its public nature too. Our concern is the word of ‘spread’. The word itself is concerned about the mechanisms and operations, as well as behind the policies and values, whether it is in front of the development of public concept and whether it is expanding and maintaining social public space forces. I think there are concerns about the public art’s mechanism, operations, policies and values. After that we can notice the relationship between art creation and public nature now, and then we will get objective evaluation to help us review and expound art creation itself. I think we will not be objected that public art should be the art influencing public space, but also should be used to explore the art of space at present and in the future.”
   
Of course, the public is a very political term. Whether public space in developing countries could be independent of the first division and second division, that is government and enterprises, is still challenges. Its seriousness and dialectic can all be expanded and strengthened the public space. I personally believe that the forum is a best case of public space itself. In fact, we rely on every friend here to make this forum seriousness, dialectical, and then let the public space with public art explore new exposition. More practically, through the discussion of public and art, let the cultural developed healthier, more forward-looking mechanism and operations.”
